rationale:
ActiveState's Perl Package Archive does not include NET::NTP
because the module has proven buggy (I have experienced those bugs
first-hand). This Net::NTPTime module aims to provide some basic NTP
functionality that can be added to CPAN and hopefully also added to
ActiveState's Perl Package Archive.
I thought using "Net" as the root namespace would be good because
the module is directly related to network functions.
