rationale:
The prctl system call is not very well supported by existing perl
libraries. There are 2 partial implementations: Sys::Prctl (now
obsolete as perl itself implements the one bit it does) and
Linux::Pdeathsig (also implements only a tiny bit). Linux::Prctl
gives one a full prctl implementation without being nagged by C
nastiness. As a bonus, it also wraps libcap for full capability
control as well.
