rationale:
USB::Descriptor is the first part of a toolkit for specifying and
generating USB device descriptors for use in the firmware of USB
devices. As such, the module deals with concepts at the USB
specification level, whereas the Device::USB namespace appears to be
related to controlling specific devices attached to a running
system. I'm proposing USB:: as the home for things related to USB in
general and USB::Descriptor specifically for tools related to USB
device descriptors.
