rationale:
The purpose of the module is to work with IDs for assets (e.g. in a
database for a web service). It offers not only random ID
generation, but also encoding and decoding of numeric IDs based on a
set of 50 chosen characters. The namespace Data::ID already existed,
so I thought it best to put the module there. The aforementioned
related module's namespace doesn't really fit for this module, in my
opinion.
