rationale:
This module mocks Net::SNMP. There are already other modules that
mock other modules that are currently at the Test::Mock level. There
is even a Test::Mock::Net::LDAP at the Test::Mock::Net level.
I use Net::SNMP a lot and found that I was writing the same code
again and again to mock my interaction with the module in my unit
tests. This module makes that interaction much simpler and a lot
easier to reproduce. It also makes testing the interaction between
my code and the Net::SNMP module a lot easier.
