Made myself (NEILB) co-maint on Text::Diff and the Text::Diff::* packages

Following from my email last week, I have just made myself (NEILB) co-maint on 
the following packages, with OVID’s permission.

    Text::Diff
    Text::Diff::Base
    Text::Diff::Config
    Text::Diff::Table

I’ve got a developer release on CPAN which I’m watching CPAN Testers for:

I’ll be doing a non-developer release in the next day or so.
