why:
I have written a PERL object and want to add it to CPAN. It is a
subversion hook(plugin) that provides protection for previously
committed "tags" and allows for complete, dynamic, configuration -
no restart of subversion or hosting application such as
apache/mod_dav_svn. This subversion hook(plugin) is unlike any I can
find (or I would not have bothered to write it).
