I don’t think you’ll be able to do this by forcing a browser window to open.   However, you can give direct all there traffic to a single server by giving them a different SubNet / Gateway address during the authentication process. This may require Multi-Homing your NAS, but is a workable solution allowing you to forward them to a web page off your choosing everytime they open the browser window.
