And the block, which sent it back to committee was the states that already
were taxing.  i.e. excise taxes on phone lines dedicated to internet, and
business and occupation taxes on sales.  One senator from Washington State
and others are trying to get a provision to allow them to wean themselves
off of the tax over the next 6 years or so.

I don't know all the particulars but it appears that states that are already
taxing some portion of internet are going to get their way for now.  But the
main part of the bill seems to have enough support to go thru with the
revisions of course.

Washington state makes over 20 million a year on these excise taxes and 8
million on B & O Taxes.

What was blocked was the legislation making making the ban on internet
tax permanent.  This allows the Congress to now make legislation taxing
the net.  It is the block to the legislation that MUST be cleared in
order to make keep the new taxes from happening.
