It is possible that this comes from a (known) bug that causes certain
messages in the quarantine to duplicate themselves.  When that happens,
only one message is real and releasable, while the others are "ghost"
messages that dissapear when logging off from Webmail and back on.
Those can't be released as they don`t really exist anywhere else but in
the web interface.

Could you check whether this could be the issue, if not we'll check this
further.
