After a user complained that messages he was sending from webmail were
not being delivered to all recipients I found this in my log file...

Incoming SMTP call from 127.0.0.1 completed at 14:56:55.

So it looks like because the user sending the message used "," between
recipients instead of ";" only the first person on the CC line was
actually delivered too.  From my point of view this is bad as users will
very often use "," to separate email address instead of ";".  Is there
anyway around this?
