We also use Servers Alive for just this thing and a lot more. We use a
purchased copy for our main server monitoring and then we use the free one
using less than ten checks to check the server running the main Servers
Alive. It is really worth the money and it is very cheap compared to other
solutions.

we use a product called ServersAlive. (http://www.woodstone.nu/salive) It
does a lot more than what you are looking for, even restarting services
remotely.
It is free to use for 10 or less checks. (We have purchased it and use it
extensively to monitor all our Windows based services).
