sounds like they are telling you half the story.  probably the download is
hanging in the middle and terminating saying the server didn't respond. the
problem is at their end. usually disabling their virus checker, or setting
it not to scan email, will allow the download to complete. until they fix
it, they'll keep downloading the same messages as the next download starts
over from the beginning.

the other way to fix it is to have them go to your webmail and read and
delete all the messages there.  the best way to do this is to read the first
message and then choose delete at the top and then next. when all have been
marked, choose purge. what you have is a killer message that is hanging
their virus client. once the malformed message is out of the queue, they can
return to using outlook.
