The SieveStore.MDB is a password protected JET Engine database file.
Vircom have decided to go this route because they did not want the
details being exposed and felt that this was their Intellectual
Property. The SieveStore.MDB holds the Sieve Filters distributed by
Vircom.
The user WL / BL's are actually Sieve Filters. The Modus Web Mail GUI
takes care of giving the user a simplified interface whilst creating the
necessary Sieve Script.
I don't think Vircom would be making the data in the SieveStore.MDB file
available anytime soon, however I do hope they move it to MS SQL for
performance reasons as well as the ability to cluster servers.
Currently this particular restriction is what stops Modus Mail from
being a clusterable solution. As the web interface would only be tied to
one server and hence only update one SieveStore.MDB. the only possible
solution, is to run a scheduled task to copy the sievestore from one
server to another periodically. To do this I think (you should check as
I don't know exactly which services open the SiseveStore.mdb) you would
need to shutdown the ModusAdm service and possibly the ModusScan service
to release the file lock and ensure the data has been committed.
It is also possible to access the WL / BL lists using the Assemblies
shipped with Modus Web Mail, but as there is no developer information
made available it can be quite confusing. The Visual Studio .Net Object
Browser does provide some assistance in this case, as you can see the
available methods and properties. You should however, be aware that the
.Net Assemblies included with Modus Web Mail use COM InterOp to call
routines in the COM Objects.

Well, once we identify exactly WHERE they are, it shouldn't be hard at
all. :-)
