I have run into this. I was able to correct it by listing the user in the Modus console and hitting the “Close POP3”. I had to do it on all three servers. Naturally the lock was on the last one. Ounce I did that the use logged in just fine. Hope it helps

Can you login via POP3? Her mailbox may be locked due to multiple sessions.

I have a user that can't log into webmail. I get the same results using her account information
I can get logged in using my own account.    I have stop & started webamail, IIS, and
have rebooted the server.   It still fails to login.
