Does the file:

  /usr/local/apache/bin/apxs

exist?

If it does, when you run 'configure' for Apache say:

  ./configure --with-apxs=/usr/local/apache/bin/apxs

If it doesn't, how did /usr/local/apache directory come to be installed?
