AFAIK, once you have configured apache to use mod_wsgi as a handler for a
given URL, it will be called for that URL. You could get more fine-grained
with the WSGI configuration, using regular expressions to specify what URLs
to send to the mod_wsgi handler.

Do you have specific criteria in mind that you want to use to decide if
mod_wsgi should be or should not be used?
