That appears to have been introduced in Fedora Core 3 (circa 2004), which
then was imported into Red Hat Enterprise 4 (or CentOS 4).

Earlier Red Hat-based distro versions just used LANG rather than
the separate HTTPD_LANG.


I don't know about Ubuntu.
