Have you tried doing a complete stop and then start of Apache and not just a reload?
A reload is actually just a restart which doesn't actually shutdown Apache. Usually a restart is all that is needed, but a complete stop/start is worth a try. Also post the contents of the wsgi.load file as I asked previously.
