I use rhel 32-bit, apache 2 (httpd-2.2.3-43.el5 RPM), mod_wsgi-3.3 (source)
and this is what I get after running httpd -M:

Syntax OK
[root@localhost gery]#

I installed everything from rpm, the only source is mod_wsgi-3.3. The
"apachect restart" seems to me that doesn't do anaything "relevant" in my
system, only "service httpd restart" does the job.

HTH,

Gery
