Reasons for this are usually one of the following:

1. Mixing 32 and 64 bit binaries for Apache, Python and mod_wsgi.so. Must
all be 32 bit or all 64 bit.
2. Python was not installed for all users.
3. Required DLLs not available to user that Apache runs as, or SDK
containing DLLs not installed.
