As per instructions at:

https://docs.djangoproject.com/en/dev/howto/deployment/wsgi/modwsgi/

The first argument to WSGIScriptAlias is a path and not a URL.

You should therefore be using:

WSGIScriptAlias /ktksurvey/ktkanketa 
"D:/Research/09-BuildingARecommender/xampp/htdocs/ktksurvey/ktkanketa/wsgi.py"
