Found a solution.... In the base release of the Oracle 10gr2 client, there is a bug in the network layer. This layer have difficulties in coping with the round brackets () inside a path.
My apache was installed in "C:\Program Files (x86)\..." More details at http://www.dbmotive.com/ora-06413-connection-not-open/ I reinstalled apache in a folder without () and voila!!!
