I tried it with a new directory "C:/wsgi-scripts_3" *outside *of 
"c:/Apache24" (with "WSGIScriptAlias" and "Directory Require all granted ') 
and now everything works !!
I do not understand why in previous tests did not work ... and, also based 
on the fact that I can not recreate the previous situation, I think it's 
better not to waste more time on this, unless the problem from recurring (I 
hope, almost, the problem reoccurs so have opportunities to understand ...).
