Sorry, I can't give you the exact config, since it's a private client system. However, I'll work on recreating the issue in a Vagrant box, using a very simple WSGI Flask script, and post that to Github.
I've been working with Apache since 2001 on RHEL and Ubuntu, mostly with PHP, recently Python starting a little over a year ago, so I'm well versed in debugging issues. I suspect it's one of the Flask libraries I'm using not reporting errors correctly and failing silently...
