I'm not setting it (actually, I didn't know there was such a directive), so
I guess it has the default value of 5min.
Also, do you have the WSGIProcessGroup directive definitely set so that

WSGIApplicationGroup %{GLOBAL}
WSGIProcessGroup site-1
Regarding how I know the delay is previous to my code: I've got Apache
logging %t (time request was received) and %D (time the request took), and
my code separately logs when it gets called.
