This generally indicates that the mod_wsgi daemon processes are crashing. Have you looked in the main Apache error log (not virtual host specific), to see if there are any messages about segmentation faults or similar. Also set the Apache LogLevel directive to info or even more verbose and mod_wsgi will log more messages about processes starting and stopping with a bit of an indication of why.
