There is no way to run mod_wsgi in daemon mode at this time directly with Windows. This is not expected to change due to the limitations of the Windows platform. Personally I would probably suggest you keep an eye on what Docker is doing with this new version of Docker for Windows they are bringing out. This would allow you then to run lightweight Docker containers running Apache/mod_wsgi on Windows and you could use separate containers for each application.
