It is a grey area.

The Python documentation doesn’t say you aren’t allowed to call Py_GetVersion() 
before Py_Initialize() is called. It has always been possible to call it before 
Python was initialised in CPython for as long as I can remember. It is only 
Anaconda Python which seems to have changed the behaviour of Py_GetVersion() 
for some reason. Unfortunately whatever changes they have made are not public 
so one will never know what they have done.

In these situations it is generally fruitless trying to get the Python 
re-distribution to change anything, so don’t have a choice but to change 
mod_wsgi to accomodate what change they have made.
