It is finally working...

1. Ran 'pip freeze' against both the development workstation and the server.

Went through the requirements one by one (making the server the same as the 
development workstation), until the following fixed it:

Replaced PYODBC version 4.0.15 with 4.0.6

I don't know why this created this error, but am just happy that it is 
working now...
