I may not have a chance to try this before escaping to the cottage for the 
weekend.  But I did do this earlier in my testing:
export MOD_WSGI_GROUP="\"domain users\""
mod_wsgi-express start-server

to pass through a quoted string, and it worked fine. I'll confirm with your 
steps as soon as I can and let you know.
