Dear Graham, after taking QA out and accessing it it did not work. 

So I started the whole server just to see if that helps but strangely I am 
back to the original error. 

Here is the message in the apache logs upon accessing both the apps in turn 
one after the other

That uid of 1001 corresponds to the same user with which i am runing the 
apache and specified in User and Groups directive.
The permissions on those socket files are as follows
