Just don't set 'localhost' as argument to '--server-name'. Try using:

    --server-name 127.0.0.1.nip.io --allow-localhost

Try accessing it with both http://127.0.0.1.nip.io and http://localhost 
<http://localhost/>.

Using 'localhost' is going to cause issues with Apache because it usually 
doesn't allow/honour use of 'localhost' as ServerName in a VirtualHost.

If you don't know what nip.io <http://nip.io/> is, go to:

    https://nip.io/ <https://nip.io/>

to find out.
