Some more thoughts about it:

There is that new Creole wiki markup standard. Moin's new linking is 99%
creole.

MediaWiki also uses [[...]] for linking (moin is now also more similar
to MediaWiki linking than it was before).

Therefore, using something else than [[]] for the new linking markup was
out of question.

Because we used [[]] for macros, this triggered the macro markup change
to <<>>.
