Well, you could make some RestructuringGroup page and put some people 
doing the restructuring into that group.

Then you could put ACL lines onto the pages that should only be 
available to that group:

#acl RestructuringGroup:read,write,delete,revert All:

Note that the All: is only necessary in case you grant All:read (or 
similar) rights in acl_rights_after.
