In older MoinMoin versions, it was possible to provide the processing instruction "#pragma section-numbers 2", and the table of contents would only show headers starting at level 2.
However, in 1.7 this doesn't work anymore, level 1 headers are displayed again. Is there currently any way to suppress level 1 headers?
