A general question: if you are running this on a win xp machine, couldn't you just use the "wikiserver.py"? Would be much easier than configuring apache as this runs out of the box if you just unpack the download archive of moin.
Your primary problem seems to be some server stuff (not moin) is not configured correctly, the :3128 in your URL seems also a little strange (are you using a proxy?).
