Indeed, that's an interesting point.
I changed it to
div.footnotes {
border-top: 1pt solid gray;
}
which makes the border appear, but it stretches over the whole width.
Defining width:5em; is not appropriate because that influences not
only the border but also the footnotes.
100% width is still better than nothing
