This is just basic apache2 configuration handling - it is not specific for
moinmoin.
See "man a2ensite" if you want to see the details.
Anyway: this part of the setup seems to be finished.

Are you sure about this?

If you do not receive _any_ response then your apache server is not running.

If you receive any kind of error response from the webserver (e.g. status 500)
then you should take a look at the error log of your webserver for more details.
