Your CottageS.pl must be like:
#!/usr/bin/env perl
use strict;
use warnings;
use FindBin;
BEGIN { unshift @INC, "$FindBin::Bin/lib" }
require Mojolicious::Commands;
Mojolicious::Commands->start_app('CottageS');
