That's almost impossible because dns query/response is only a part of dns resolution procedure and depends on OS. Linux looks at /etc/hosts file, windows .../drivers/hosts.txt ...

I'm not suggesting that this is a new or novel approach that no one has thought of, but, theoretically, you could build your own name resolver from scratch, just as you did with HTTP agent / server. Yes? I'm not suggesting you do that as I'm sure it's a lot of work... Just wanting to put the theoretical out there.

/If/ that were to be a feasible idea, it sounds like that would be a good Mango / Minion -type sister project.
