... Are you sure your pop service runs on port 25? That port is usually used for SMTP, POP3 is usually run on port 110. I would suspect that is why your service is being reported as failed. If you run the pop3.monitor script from the command line (always a prerequisite while testing!) you should be able to see if this is the problem.
