That is a basically normal auth.cf file. It allows you to execute the 
'test' command as long as you are authenticated to mon (AUTH_ANY).

You need to also make sure that your mon config file is referencing the 
auth.cf file you have set up.

You also need to make sure that you either restart the mon process or 
'reload auth file' if you change the auth.cf -- it doesn't get re-read on a 
server reset like you might think.

The other thing you should do is make sure you can log in to mon as an 
authorized user and execute various commands from the command line, for 
example with 'moncmd'. If you can do that, mon.cgi will work fine.
