It depends on what UDP service you're trying to monitor. Since UDP is a 
connectionless protocol, for UDP services, you have to send a UDP request 
for data and assume that if you don't get the response you expected in a 
certain amount of time that the service is in a failure state.

Because of the connectionless nature of UDP, the term 'UDP link' is 
somewhat of a misnomer. And you'll always be somewhat prone to false alarms 
caused by network slowness. This is true with TCP as well, but at least 
with TCP you can tell the difference between a port not listening and a 
port that is listening but not responding properly.
