But I don't see any simple way for mon to know whether the fact that
something is not plugged in is a failure or not.  Suppose someone trips over
a cable, and pulls it out accidently without noticing (which has been known
to happen).  Or during some cabling work, the other end of the cable is
accidently unplugged from its switch or what-have-you.  In either case, now
the device is not plugged in, and it's clearly a failure.
