OK, if cookies are working, and mon.cgi says that you are logged in as the user you think you are, then that indicates you have a mon authentication problem, not a problem with mon.cgi. Make sure you've done a "reload auth" since you added the user to your user file, and verify you can do all the actions you think you should be able to do as "aled" from the command line.
