I would say you're missing
 
 1) read access to the MON manual  ;-)
 2) the file  /etc/mon.auth.cf:

# entries look like this:

#
# THE DEFAULT IT TO DENY ACCESS TO ALL IF THIS FILE
# DOES NOT EXIST, OR IF A COMMAND IS NOT DEFINED HERE

set:            all
get:            all
dump:           all
test:           all
disable:        all
