The CSV formatter is pretty primitive, but it does the job.
The renderer does not look at the type of the columns, only at the content
of the fields.  If a value contains the separator (i.e. comma or tab,
depending on the mode) or if it contains a newline or a double quote, it
will surround the value with double quotes, otherwise it won't.  This
should be enough for most purposes (although I can imagine that any white
space should trigger the quotes).
As far as I know, there is no "standard" for CSV data (i.e. there are
various variations).  If you know of a standard, please let us know.
I'm closing this as Invalid, but feel free to open a Feature Request.  If
you do, please be clear in what *exactly* you would like to see changed so
that we don't have to do any second guessing.
