Summary: Merovingian: have configurable discovery service port

Initial Comment:
Currently the discovery service is hardwired to the merovingian (mapi) port.  
The discovery service port should be a separate option, such that it becomes 
possible to run multiple merovingians on the same machine still communicating 
to each other.

This would also alloow to disable the discovery service, by setting the port to 
0.
