removing legacy HowTo's:
- MinGW is no longer supported
- all build documentation for Windows is gathered in a single place:
"buildtools/doc/windowsbuild.rst"
replaced refereces to HowTo*Win* by references to
"../buildtools/doc/windowsbuild.rst"
ToDo: the correctness of the newly added references to
"../buildtools/doc/windowsbuild.rst"
need to be checked and validated or fixed!
